The EU-Water Framework Directive (WFD) requires the assessment of costs and effectiveness of river basin management options to aid river basin management planning. It is of crucial importance that the same set of criteria are applied to assess the cost efficiency of proposed river basin management options in all EU member states, in order to enable comparison of costs on EU level. This paper provides a review of socio-economic cost assessment techniques and examines the role of the BMW Model Evaluation Tool (MET) in the selection of models for the implementation of the WFD. In this process, the paper identifies areas requiring further research and development in the implementation of the WFD.
